In RHIYA (Reproductive Health Initiative for Youth in Asia), HIV/AIDS is integrated into the SRH information and education for youth, as wel as there are a few components which focus directly on HIV/AIDS, especially on stigmatiation of PLWHA.

Strengthening Services

As a reproductive health issue, HIV/AIDS is an integral part of UNPFA’s Sixth Country Programme (CP6). A total of 10% of UNFPA’s budget is allocated to HIV/Aids activities. Guidelines on mother-to-child transmission and HIV testing are included into the National Guidelines for RH services.
UNFPA has played an important role in the provision of condoms. UNFPA conducted operation research on social marketing, utilization, and projection of condoms. Based on these studies, UNFPA assisted VCFPC to formulate a national strategy on social marketing for condoms.

- Targeting Youth
HIV/AIDS is a component of the adolescent reproductive health (ARH) curriculum developed with the Ministry of Education and Training (MOET). In-school youth are being reached through this project. Out-of-school youth are being reached by activities conducted by the Youth Union.

In addition, the youth are receiving information and services on HIV/AIDS through the youth friendly centers of the EC/UNFPA Reproductive Health Initiative for Youth in Asia (RHIYA) project. HIV/AIDS information is distributed through campaigns for youth and providers at special youth friendly services. Next the YFC component, the project has a policy component, to create an enabling environment among policy makers in Vietnam.

- Reducing Stigma and Discrimination
With support from UNAIDS, advocacy on the reduction on stigma and discrimination against people living with HIV/AIDS (PLWHAs) was integrated into UNFPA projects by the Parliament, Ho Chi Minh Academy, Women’s Union, and Vietnam Fatherland Front. By advocacy activities through the Women’s Union, Fatherland’s Front and provincial officials, the project aims at increasing national-level awareness of stigma and discrimination against PLWHAs through workshops for members of the Parliament Committee for Social Affairs, political propagandists and other parliamentarians. To support the advocacy efforts, an advocacy package on reducing HIV/AIDS related stigma has been developed.
