Project Number and Title: VIE38581-02 HIV/AIDS Prevention Among Youth

Location: Nationwide and up to 15 focus provinces: Phase 1 starting in these provinces: Ha Noi, Ha Tay, Bac Ninh, Phu Tho, Quang Ninh. Phases 2 and 3 to be selected later: Hai Duong, Dien Bien, Quang Tri, Thua Thien Hue, Da Nang, Binh Duong, Long An, Dong Thap Can Tho, Ba Ria- Vung Tau. ADB [1] Alfven [1]

The Project will introduce a major change communication program targeted at youth and their families with the aim of reducing the rate of HIV infection among youth (15-24 years). The mass media campaign will be complemented by leadership and community-based activities that enforce and extend the media messages to personalize changed knowledge, attitudes and practices. The project will be implemented at national level and in 15 provinces over 5 years.

  • The objective of the Project is to reduce HIV/AIDS infection rates among young people (15-24 years old). To achieve this, the Project will support the Government to implement a comprehensive behavior change communication program aimed at reducing HIV/AIDS infection risk for youth.

1. Project Surveys

  • Baseline, midterm and final surveys: To collect basic data, KAP indicators about HIV/AIDS prevention of target groups, providing basis to deeper orientation of project activities; Develop project indicators to monitor and evaluate project efficiency
  • Surveys on Youth: to develop Advocacy Materials.
  • Research in community: To develop the interventions at community level.

2. Advocacy

Purpose:

  • Strengthening awareness and influencing leaders in making decisions regarding to prevention HIV/AIDS among youth in order to create supporting environment to carry out HIV/AIDS prevention among youth programs.
  • Through project advocacy activities, the policy makers from central to local level will better understand on needs of youth regarding to HIV/AIDS prevention.

Details:

  • Two types advocacy materials will be developed: legal information packages and other advocacy materials to be used in direct communication activities at community.
  • Organize forums between youth and policy makers, central and provincial level as well.
  • Advocacy meetings in communities.
  • Youth and PLWHA, who actively participated in HIV/AIDS prevention communication, have chances to participate in national and international workshop.

3. Mass-media Communication Activities

Purpose: Influence youth and other groups having impact on youth to change KAP about HIV/AIDS prevention through a high quality mass- media communication campaign nationwide and in project provinces.

Details:

  • Produce a high quality Entertainment-Education TV drama series with integrated messages about RH and HIV/AIDS prevention suitable with youth. About 105 episodes will be produced.
  • Produce radio phone-in show on weekly basic after each episode broadcasted on TV.
  • Film rebroadcasted on provincial TVs in project provinces to increase number of the target groups accessing to the film and encouraging the discussion around topics and issues raising.
  • Articles, magazines focus on youth, leaders regularly published.
  • 1 project website to be developed and regular updated according to contents on film and radio phone-in programs.
  • Produce TV and radio spots integrated with film messages (90 TV spots, 200 radio spots)
  • Improve capacity of journalists in writing on HIV/AIDS by training classes.
  • Produce 8 TV documentaries about HIV/AIDS

4. Develop Interpersonal Communication (IPC) materials

Objective: develop IPC materials based on the subjects, messages relating to mass media programs. It will be used in IPC and advocacy activities.

5. IPC Clearinghouse

Objective: Disseminate all developed project IPC materials with other concerning agencies to diversify the use of project IPC materials.

Details:

  • Establish IPC Clearinghouse in VCPFC, have necessary equipments as TV, DVD player...
  • Training staff on clearinghouse operation. All IPC materials developed under project will be displayed in this room.

6. Community-based activities

Objective: reduce HIV/AIDS transmission risks in high risk and vulnerable youth, mainstream youth and community collaborators through community-based activities.

Three main actions:

  • Provide harm reduction services for high risk behavior groups
  • Peer education and life skill training for vulnerable groups
  • Primary prevention for mainstream youth, parents & community collaborators

Expected Results:

The Project will result in lower HIV infection rates and benefit young people who would have been infected had they not been education about behavioral options and given the resources to enact new behaviors such as HIV testing, condoms and needles.

It is estimated that the Project will result in the avoidance of more than 34,000 HIV infections over a 20 year period.

The associated benefits that are related to individuals, communities, and government include the reduced risk of exponential growth if infection rates are contained and the human benefit of a productive, health life.

Economic benefits arise from reducing the losses in income incurred by the sick and their caregivers and the public health costs of care and treatment for the ill.

Benefits will be greater for those that are more vulnerable to HIV infection including the poor, young women, ethnic minorities, mobile youth, and youth working in particular industries such as tourism and transport.
