The Viet Nam National Strategy Nine Programmes of Action and categoriess of intervention

The National Strategy and the Programmes of Action

The Government's National Strategy on HIV/AIDS Prevention and Control in Vietnam till 2010 with a vision to 2020 VN [1] was promulgated with the Prime Ministerial Decision No. 36/2004/QD-TTg on 17 March 2004. In preparing a National Strategy, nine substantive Programmes of Action VN [1:73] were enumerated. These Programmes of Action correspond to the general kinds of interventions in fighting HIV/AIDS.

The Nine Programmes of Action

(Note that in recent months, Threatment Programmes 3 and 5 are combined.)

From the National Strategy of 2004 VN [1:73]

1. Behavioral Change Information, Education and Communication Program in HIV/AIDS prevention and control in coordination with the drug evil and prostitution prevention and control Programmes to prevent HIV/AIDS transmission.

2. HIV/AIDS Harm Reduction Intervention Program.

3. Care and Support for HIV/AIDS-Infected People Programme.

4. HIV/AIDS Surveillance and Monitoring and Evaluation Program.

5. Access to HIV/AIDS Treatment Programme.

6. Prevention of Mother-to-Child HIV/AIDS Transmission Program.

7. Sexually transmitted infections Management and Treatment Programme.

8. Blood Transfusion Safety Program.

9. HIV/AIDS Prevention and Control Capacity Building and International Cooperation Programme.

General Areas of Intervention

Broadly speaking these nine categories fit into three relatively exclusive general areas:

  1. Policy [which here includes Monitoring and Evaluation and Leadership training in Government, Party and also public participation levels],
  2. Prevention [which here also includes communications and Voluntary Counselling and Treatment (VCT)]. and
  3. Treatment (which includes activities care and support).

In this work, the nine Programmes of Action are grouped by general area of intervention as seen below.
